I’m not sure if xenophobia and racism are the same thing. Japan seems like “we don’t want you here because you don’t understand how to navigate our culture”.
And the UK are far from the only ones. There’s a lot of anti-immigrant sentiment all over the west (and some other places).

That’s exactly what racists say in the UK too.
Imo, xenophobia is the innate fear of foreign-looking people. Racism is what happens you rationalize xenophobia rather than fighting it.
