Approval of the plan would be the first step to legalising possession of limited amounts of the drug and allow 'cannabis club' members to buy it for recreational purposes.

    I dunno if the clubs will be hard to join, there probably will be a lot of them, but considering that this is up to the bundesländer I won’t be surprised if Bayern doesn’t allow them. Not everyone will want to grow their own plants
