Don’t get it for the on-foot content (there are better shooters out there) - get it for the community. Basically 90% of players are on the odyssey servers.
it is very likely that as a new player you will spend most of your time in solo play anyway (open play is full of assholes bullying newbies who can’t possible defend themselves)
when the ratio reaches the numbers you originally claimed (like 90% or so), the remaining players will be converted to odyssey for free, because they will be tired of maintaining two different versions of code. they did that with non-horizon players when they announced odyssey.
i’ll make a wild guess and say that the true percentage is somewhere around 75%, maybe close to 80%.
a good chunk of players that call the rats are new players that might not have bought odyssey right away and started in horizons 4.0. the raw numbers the fuel rat stats can provide are a bit biased towards underestimating how the 4.0 playerbase is split between horizons and odyssey in favor of horizons. ( i wish there were stats about how many hours players typically log before having to call the rats, but we have no data to do that :/ )
There is a PvE server called Mobius people can join. It’s manually moderated to remove players that attack other players. I don’t remember if the more recent Anti-Xeno Initiative server also removes PvP players, but that server is likely to be very empty anywhere outside the Thargoid areas.
I thought Horizons was already frozen. Or is that just a 3rd legacy mode in thinking of
ok, fair, that is an option. but unless you specifically want to interact with some people in it, it is basically the same as playing solo. the few hundred people who will be online at the same time are going to be spread over sizable chunk of universe, you are not going to meet lot of them, if any at all.

before odyssey, they were two versions of game - those who did not pay for horizon and those who did. with odyssey coming, adding another split, that could theoretically mean maintaining four different code versions, which would obviously be insane, so they converted everyone to horizon, no matter whether they paid or not. i assume that will happen again once majority of people will pay for odyssey and they will get tired of maintaining two different versions of code.

Aren’t Horizons players instanced with Odyssey players now, so long as they’re running the Live/4.0 version of the client?
No. Horizons4.X and Odyssey4.X affect the same galaxy, but cannot instance or join wings
