The IDF would take more casualties without 1000lb bombs 155mm artillery shells, definitely. But that’s it. They are human beings capable of adaptation and problem-solving, and could solve the problem of how to accomplish a goal without enough explosives.
Now, to fight Hezbollah on the other hand, that’s a pretty big army. Probably do need the big bombs for that.
But Biden has slowed weapon shipments to Israel, it’s the only thing he can (legally, not politically) do since the aid is mandated by law and his executive power doesn’t extend to negating laws.
Biden really needs to be more careful that the final reports that his administration presents actually resembles the expert opinions it is allegedly based on
More than just one, but yeah, the “overall flow” is set in law by acts of Congress, and only an act of Congress can stop that flow, not the executive branch.

Iran is allied with Russia and other local governments in the 4+1 treaty, so trump would likely join against Israel.
