    You do not hold elections during a war if your constitution says so. Many countries do it this way. Russia can hold as many elections as it wants because those are not real elections.

          Because they were slaughtering ethnic Russians in east Ukraine for years, and allowed NATO in to deploy loads of missile and troop deployments at the border. They intentionally provoked it.
