I think so, iirc South Korea, Japan and a few european nations are considered functionally nuclear capable in that they have all the material, fascilities and scientific knowledge to assemble nukes in a very short timeframe should it become desirable.

Honestly at this point, in a 1 on 1 war between south and north, I’d wager on South. Will still suck super bad tho
