Why would they need to declare anything? They already are pivoting away from fossil fuels as hard as they can.

Fossil fuels - the wealthiest industry in human history - has successfully kept nuclear and renewables at a 10% market share since the first electric car over a hundred years ago. Sacrificing future generations so fossil fuels billionaires get another yacht, is the fashionable abuse-of-power, nowadays.
Nukular was between 15 and 20% in the 90s. It decline afterwards to now 9%.
