    Federations still have local governments tho, for example, Brazil, and the USA, both have states that are independent within the country itself

      You don’t have to look that far. Germany and Austria are both federations, Switzerland sort of is as well. Sure Austria is quite small and can hardly serve as a model for a federalized EU, Germany on the other hand isn’t small. It consists of 16 federal states, 3 of which are city states.
