There had been a long time plan to shut them down, planned with the green party. The conservative party shut that down after they got power but after Fukushima suddenly decided that they now wanted it as well. That’s why the new plan is pretty botched (as in expensive and not very thought through), because they didn’t have a good and long term plan.
