TL/DW: Overheat/cooldown bars are fixed/back along with charging values for EMP.

DPS update/fixes:
2544 DPS - Inferno in 3.23.4
1970 DPS - Inferno in 4.0 (previous patch)
3085 DPS - Inferno in 4.0 (current/latest)
