The guy in the picture crashed with his car into two speed lights. “Oopsie” here is a diminutive of “Oops”, an exclamation of surprise and astonishment.
It is a car accident in stuttgart (Germany). The car hit one of the speed cameras.

Stuttgart is one of the biggest car manufacturer locations in the world, with brands like Mercedes and Prosche, having their origin here.
But the speed limit in the city is at 40 (common is 50), due to fine dust pollution. A lot of citizens having their problems with this. Nevertheless the metropolitan region stuttgart has a densely pact with speed cameras. This in combination, makes the whole situation funny and interesting.
